Thomas Albano - Director of Operations

Tom Albano is a graduate of St. John’s University where he studied Criminal Justice and security administration.  He is a twenty six year law enforcement veteran who began his career with the NYPD in 1997. Tom spent the majority of his career with the elite Emergency Service Unit Counter Sniper Team until his retirement in 2018.  Over the course of his career, Thomas responded to and handled numerous high-profile jobs.

As a member of the counter sniper team, Thomas was responsible for site surveys and site management for such events as the Times Squares New Year’s Eve celebration, The United Nations General Assembly, and various sporting events such as the US Open. Thomas was instrumental in providing security for a variety of dignitary protection assignments such as the Papal visits in 2008 and 2015.

After his retirement, Thomas began a second career as a law enforcement officer for the Town of Crawford in Orange County NY.

Thomas is an NYS firearms instructor and is one of the department’s firearms and tactics instructors.  Thomas also teaches firearms at the Orange County police academy when in session.

Kevin Whelan - CEO

Kevin is the driving force behind Advance Overwatch Consulting. As a supervisor in the New York City Police Department elite Emergency Service Unit, Kevin has provided the planning and leadership for high profile dignitary protection and large scale events in New York City for twenty years. He has successfully organized preplanned events such as Super Bowl XLVIII in February of 2014. Considered a Level One security event, multiple sites within NYC required layers of security and an overall comprehensive response plan.

In September of 2015, Kevin was tasked with planning the Counter Sniper and Response plans for Pope Francis's visit to New York City. A multi-site event which included the Papal Residence, Madison Square Garden, The United Nations and two large scale processions. Due to the innovative and detailed preparation in designing the security plan, the visit was a success and completed with no incident.

No event is ever too large or small to handle. Kevin has proven that his security designs work within the limits of his resources.
